Elected rector of the Abbey parish in St Albans in1817, Small embezzled some £20,000 from the locals. When the balloon went up he fled to France. The ensuing scandal made the national headlines and questions were raised in Parliament. It also stimulated people across Hertfordshire to an inspiring solution. To understand why Small did what he did, this talks considers his difficult family history and the state of the Church of England in the late Georgian period.
